I have used this site, both as a standard member and a paid member and found it to be OK.
Undoubtedly there are "fake" profiles out there. There are fake profiles on every site that allows people to make a profile without paying. This doesn't meant the site is a scam.
I suspect the unsatisfied users out there are unsatisfied for reasons that aren't really the fault of the site. For example, there are a lot of Japanese women on the site. Japanese women who live in Japan. In the majority of cases, these women are not interested in you if you live overseas. Not because they are racist, not because they wouldn't like you if they met you, but because it's simply too much of a long shot to start corresponding with someone who they can't meet without getting an international plane ticket.
I can assure you all that there are many many women on the site who will happily correspond with someone living in Tokyo, and will happily meet up if they think you might be their type. I know this because I met around 20 women through the site. Some nice, some not so nice, some stunning, some, umm, shall we say not so stunning. A couple of crazies, a couple of gold-diggers and a couple of nasty pieces of work but mostly just pretty normal people, in my age bracket (I was 37) looking for a partner.

Pros
It's good for meeting women who are in Japan, if you are also in Japan.

Cons
Use your head - if you're somewhere else then this site is highly unlikely to work for you.

Hang on, so you are saying you used the site two years ago? Ummm things may have changed since then. Also not many people are stupid enough to correspond with woman in Tokyo for example if they aren't in Tokyo ?!

Well I just had another quick look around (profiles remain until you switch them off, which apparently I neglected to do). I don't see many significant changes, and I see a some people on there who I know for a fact to be real women.
As for your second point - it's an interesting one, but I was told by almost every woman I met that they get inundated with messages (especially if they are a premium member with a picture) mostly from overseas. Go figure!
I'm not saying that this is the greatest way to meet people in the world, just that there are plenty of real women on there, and plenty of them willing to meet.
